ARTICLE 1 NAME & SEAL

The name of this organization that use to be HEYWOOD SYSTEM INTERNATIONAL that has the following registration number BN-013897 that was registered on14/01/2000  has been changed to TALENTED YOUTHS INTERNATIOANL every of our documents and business name, shall hance forth bear the Name Talented youths International. Both local and international bodies should take note. This changes took effects in 2003.This changes was put in place by the executives of this organization. The organization's registration numbers still remains the same. BN-013897 .

Organization Policy

4.1 Talented youth International: is a non-for profit Organization created to help plan the initiatives on sustainable development among the youths, a new kind of network centric, youth-run organization.

4.2 To Create a major priority to mutual understanding and a good working condition amongst young people, within and outside this country Nigeria.

4.3 TYI policy is also geared toward one major principles, and that is empower leadership development, which operates with the aim of coordinating and authorizing presenting activities that will enhance the in born talents of the young people.

4.4 More so our policy does not exonerate the clearness of our environment, as helping to build a better nation for us all; to promote sustainable development, and also encourages and necessitate a healthy environment. That will enhance good health of all youths.

4.5 To seek opportunities for young people to participate in local and international conferences and workshops. On how they can fight against this epidemide cause by HIV/AIDS.

4.6 To conduct it’s activities in a socially responsible and ethical manner to protect health and the environment status amongst the youth and also the less privilege once in our community.

4.7 To developed an international intership programmers which will operate and create an atmosphere of information and communication, between other organization. This intership programmed is to help create and provide a vibrant learning and career experience for young people.

4.8 To work actively with the appropriate government and non-governmental agencies to ensure reasonable and effectively solution for issues arising where ever possible.
To this end, this organization will try it’s best to integrate and create safety and healthy. Environment by organizing social awareness program to help bring about low crime rate globally.

5. ARTICLES 5

OBJECTIVES
5.1 TYI: Is to connect young people to learn of each other’s project and share experiences, as well as providing a source of information about opportunities, creating events, and sharing news in all area- of youth perspective in other words, TYI shall act as a comprehensive know edge resources base for all it’s members and affiliates.

5.2 TYI: is focused on sustainable development, youth awareness, information communication and technologies to help create an information society to the grass root of our society.

5.3 To encourage youth all over the world to initiate and maintain a good and right mental attitudes, so that they can learn to bring out the best of their creative power. This is to say that young people are to recognize and respond to the issues that brought about positive change.

5.4 To help young people find their rightful place in the internet, so that young people especially those in the developing nations can acquaint themselves to the new trend of information technology.
Every effort shall be made by this organization to create a safer healthier and more pleasant Internet environment, either in their work place or in their career.

5.5 More so this organization will assist the government, by creating social awareness programs frequently, to combat the anti-social vices that has eaten deep into the fabric of this great country Nigeria, and other nations.

6 ARTICLE 6
GOALS : TALENTED YOUTH INTERNATION

6.1 Highlighting the role of young people who are involved in issue and areas to build awareness on sustainable development itself and demonstrate best-practice success stories so as to inspire others, through online project profiles, publications, award programs and the use of media.

6.2 This organization came into existence to inspire young people to create a world where the society is reduce of crime rate and make a change, a kind of change every one wishes to see, a positive change.
The organization wish to provide information, connections, resources and to impact in them ideas that will make them more than the profit of already massively profitable company.

6.3 This organization hope to become one of the leaders within the setting of non-governmental organization, by emphasizing innovation and encouraging creative solutions among’s young people in Nigeria, Africa and the world at ledge, this will enhance and improve our organization’s position.

6.4 Building the capacity of the young people leading sustainable development initiatives, first by directly providing mentorship and grants, and secondly to helping major global institutions understand the opportunities and needs of youth working in the area to catalyze mainstream support and engagement. TYI hope to get involve in sustainable development so that the future of the youth in Nigeria and even the world will be bright.

6.5 TYI: Hope to provide opportunities for the last man to get connected to every other person, through the help of (WSIS) world summit on information society. To opened doors for young people to participate in nations building and global relevance to all who decided to get involved.

ARTICLE 7: CRITERIA FOR AFFILIATION.
7.1 For the purposes of affiliation, organization’s intending affiliates shall be expected to have the following, be a duly register voluntary organization.

7.2 Must have it name duely registered with the ministry in charge or youth affairs.

7.3 Affiliation to TYI is open to all non-governmental organization and other youth clubs. Which aim and objective is directed toward youth development.

7.4 TYI shall have no political affiliation.

7.5 Membership shall be open to all persons in whom this category covered; this is irrespective of political, religions, age or attitude difference that is what the organization constitution stand for.

7.6 TYI shall operates within the lowest part of our community’s and also globally.

7.7 TYI shall have it program for sustainable development, character training, citizenship and empowered leadership development and other useful youth development program.

7.8 This organization shall be comprises of person not more than 45 years, at least 80% percent will be between 15 years and 30 years.

7.9 Keep proper minutes and records of its activities.

ARTICLE 8: METHOD OF APPLICATION FOR AFFILIATION:

8.1 Organization that wishes to apply for affiliation to TYI, here in Nigeria.
Shall submit-an application in writing together with a copy of it’s
Constitution, rules and regulations through the secretary of this organization.

8.2 The organization committee in change of affiliation shall be screening all letters applying for affiliation.

ARTICLE 9: MEMBERSHIP REQUIREMENT

9.1 Membership shall be open to any youth between the ages of 15-45 years. A youth with good conduct and a good sense of humor, after due completion of application form by the applicant and accepted by the organization.

9.2 All members of TYI will be current members of an affiliated voluntary youth organization recognized locally and international.

9.3 Equal opportunities for all members shall be extend to every other youth within the age group.


9.4 Every member must have the right to fair treatment in the application of the organization constitution.

9.5 Every member shall have the right to vote and be voted for.

9.6 Member shall be given the right to express their views; as to the method in the activities of the organization affairs shall be conducted.

ARTICLE 10. OBLIGATION FO MEMEBRS

10.1 Any member who is not in any way committed to the organization shall be denied the privileges that the organization has for its members.

10.2 Every member shall facilitate the collection, exchange and dissemination of sustainable development of the organization.

10.3 Members shall pay their levies /dues and any other financial obligation promptly.

10.4 All members must protect the image of the organization always.


ARTICLE: 11 ELECTIONS
1 There shall be an electoral committee]

11.2 Every member has the right to vote and be voted for, into the organization’s executive committee.

11.3 Where this is a problem the election will be repeated.

11.4 The simple majority shall win election.

11.5 There shall be as many nominees as possible to any office.

11.6 A candidate shall be deemed nominated only if the nomination is duely seconded on the nomination form and receive by the electoral committee.

11.7 Members of other organization that is affiliated to TYI shall be allowed to contest for any position. But will not be allowed to contest for more than one position.

11.8 The election result shall be announced immediately after voting of members into offices.

ARTICLE 12 : TYI, EXECUTIVES
12.1 The chairman
12.2 Deputy chairman
12.3 Secretary
12.4 Treasurer
12.5 Financial secretary
12.6 P.R.O
12.7 3, (three) ex-officio members shall be appointed by the executive committee in the nearest future.
12.8 Every other members of the executive shall be nominated, only the chairman shall be appointed for a period of three years, and if reappointed for another three years, and after that remains a life patron.
12.9 The executive committee shall do attending and participating in other invited conferences by members.
12.10 No member shall attend any conference, as a delegate without the knowledge of the executive committee.

ARTICLES 13. THE MANAGEMENT COMMITTEE
13.1 The management committee shall be made up of members of the executive committee, chairman and secretaries of each recognized voluntary organization affiliated to our organization.

13.2 It shall have the power to deal with all major matters affecting this organization.

13.3 Any member, officer, group of members, elected officer(s) and or members organization affected by any disciplinary measure shall have the right of appeal to the local management committee or to international affiliated board.

 


ARTICLE 14: FUNCTION OF THE EXECUTIVE COMMITTEE OFFICERS.

14.1 The President or chairman shall:

14.2 Direct the affairs of the organization in accordance to this constitution.

14.3 Preside and direct the conduct of business of all meeting of the organization.

14.4 Authorized the secretary to summon all meetings of the organization when ever occasion demands.

14.5 Monitor every activities of the organization.

14.6 Be a signatory to all documents and bank accounts of the organization.

14.7 Appoint advisers in consultation with the executive management committee.

14.8 The deputy chairman shall.

14.9 By the absence of the chairman perform the duties of the office.

14.10 Perform any other duty as may be assigned to him from time to time.

14.11 Perform any other functions, which will be designed to him by the chairman from time to time.

14.12 The secretary general shall

14.13 Shall be the head of the secretariat and all correspondences shall be address. To him or her.

14.14 Responsible for running and co-ordinating the activities of all arms of the secretariat.

14.15 Keep all records of all meetings of the organization.

14.16 Present a report of all the activities of the organization to the management committee and cause same to be published and circulated to all the recognized voluntary youth organizations and to other affiliated members organization.

14.17 Work in consultation with the chairman and summon meetings at the chairman’s request, unless as otherwise provided for in this constitution.

14.18 Be a signatory to all documents and bank accounts of the organization.

15 The treasurer shall,

15.1 All monies paid into the organization’s account shall be receive by the financial secretary and given to the treasurer. And the monies shall be paid to the organization’s account, within 36 hours.

15.2 Make sure the treasure shall pay all monies approved by the appropriate authorities of the organization.

15.3 Keep relief’s of accounts of monies coming in and going out and other financial activities that has to do with the organization.

15.4 Made known to the organization, semi annually or annually statement of accounts of all financial transaction for auditing as and when required;

15.5 Be a signatory to the organization accounts and other financial transaction.

16.1 Financial secretary shall

16.2 Can also receive money on behalf of the organization and do the same, by handing the money over to the treasurer.

16.3 Present a financial report to the annual general meeting of all members

16.4 Perform any other function as may be assigned from time to time.

16.5 Public relation officer shall

16.6 Shall be the image maker of the organization

16.7 Shall issue release and press statement to the public on matters of general interest

16.8 Shall handle publicity matters concerning the organization.

16.9 Shall perform any other duty incidental to his office.

16.10 Welfare officers shall

16.11 Shall be responsible for the effective monitoring of the welfare of members

16.12 Shall recommend what should be done to needy member.

16.13 Shall look out for job opening private and governmental) for unemployed members.

ARTICLES 17: SOURCES OF FUNDS

17.1 Registration fees from conferences, seminars, and any other activities of the organization this may warrant same.

17.2 Donation, gift, legally and endowment

17.3 Solicit funds from meaningful Nigerian, government and with the support of internationals bodies.

17.4 Proceeds from fund raising activities.

ARTICLES 18: APPLICATION FOR FUNDS

18.1 All money incomes and properties of TYI however derived shall be applied solely towards the promotion of the objectives of the organization as set forth herein this constitution and no portion there of shall be paid or transferred directly or indirectly by way of dividend, or booms or otherwise, what so ever, by way of profit to members of TYI or any other person or group of persons provided that nothing herein contained shall prevent payment in good faith of remuneration to any person or group of persons in return for any services rendered by them to the organization.

18.2 All monies of the organization shall be kept in any bank approved for the purpose of keeping all monies by the organization management committee.

18.3 All instruments shall be signed, on behalf of the organization, by any two of the following.

Chairman
Secretary-General
Treasurer.

ARTICLE 19
BORD OF TRUSTEES

19.1 In accordance with the ordinance of the court perpetual succession Act of Nigeria.

19.2 The real property of TYI shall be vested by deed of trust in the Broad of Trustees of the organization.

19.3 The Trustees shall be known as the Registered trustees of the TYI and shall hereinafter be referent to and called “THE BOARD OF TRUSTEE OF THE TYI.

19.4 The Board of Trustees shall be approved by the organization management committee on the recommendation of the executive committee

19.5 Any three (3) of the organization’s Trustees can sign any documents requiring the signature and affix a common seal.

19.6 Removal of Trustees:

19.7 Removal of any trustees may be on the ground of:
A. Disqualification under the ordinance succession Act.
B. Ill-health
C. Unsoundness of mind
D. Established inability to perform the duties of his/her office.

19.8 In the event of death, resignation or removal of any trustee from office, the
(1) Decision shall be conveyed in a letter signed by the Secretary General and the chairmen to the grand patron of this organization.
(2) The management committee shall fill office so vacant.

20 MEETINGS
All meetings of the organization shall

20.1 Be summoned by the secretary General at the instance of the chairman, unless otherwise provided for the constitution.

20.2 Be presided over by the chairman, or the Deputy-Chairman in the absence.

20.3 The chairman many summon an emergency or extra-ordinary meetings wherever necessary.

21.1 CONSTITUTIONAL AMENDMENT

21.1 This constitution cannot in anyway be amended unless and until the following procedure is followed to the letter.

21.2 That any amendment to this constitution shall be made as to the organization congress, prepared amendments are submitted to the secretary general at least three (3) months to the time the organization’s congress sit for the amendment sought are to be made.

21.3 The Secretary-General shall circulate such amendment to all member of the organization not less than a month to the congress.

21.4 Such amendment shall be made on two-third majority votes of the congress.

21.5 That the congress has the opportunity or exhaustively debating the proposed amendment.

21.6 Through the two-third majority votes of the congress, the constitution start amended to the extend of article or portion thereof is so affected.

22. Citation

22.1 This constitution shall be cited as “The 2003 constitution of talented youths international.

 

 


OATH OF OFFICE
1.1 All elected officers of the organization shall swear to an oath of office as follows:
I---------------------------------elected as----------------------------------of Talented Youths International here in Nigeria or in the following country------------, do hereby promise to discharge my duties honestly and diligently as contained in the constitution of the organization and also promise, to uphold and defend it.
I hereby make this undertaking that all declarations made by me in my nomination forms are nothing but the truth. Whereas, in the event of any part of the said declaration being found to be untruth, I shall be quity of misinformation and liable to an act perjury under the statute laws of the federal Republic of Nigeria., I do hereby declare in the name of God, that I am not and will never be a member of any secret society or cult, and of which if I go back on this declaration, I shall come under the wrath of God. So help me God.

1.2 All members of the executive committee shall contribute to this oath of office irrespective of religious belief and swear on what ever is the symbol of his/her religion.

1.3 This same oath of office shall be applicable to all elected officers at the local and international level, which shall be administered by the appropriate authority.

ORDER OF MEETINGS
TYI youth congress shall be the supreme authority of the organization and shall be vested in the TYI youth congress at which a majority of the financial members organizations shall be represented by (5) five delegates each.

2.2 The TYI Youth Congress shall be empowered through the management committee to convene an Annual General meeting at which a majority of the members shall be in attendance.

2.3 The Annual General meeting shall take the form of a state and international conference which shall serve as a training and social gathering at which topical issues and problem affecting the youth, the state and national including international youth in diasporas would be discussed in the form of a seminar /workshop or symposium and shall be held every year. At least 60 (sixty) days notice shall be given to the organization. Members for the conference to hold.

QUORUM

3.1 Any meeting shall not commence unless a quorum is formed as is contained in the constitution.

3.2 Such is however; to that provisions of the organization’s constitution at any meeting of the organization, the chairman shall preside and if he is not present, the vice-chairman shall perform such duties.

3.3 In the absence of the chairman and the vice-chairman of the organization, by consensus of members present, shall preside over the TYI meeting.

3.4 If a quorum is formed and neither chairman nor vice-chairman is not present thirty minutes, after the time appointed for holding of the meeting, member present shall elect of their members to be the chairman of the meeting.

3.5 The chairman acting in this absence shall sign all the minutes of the proceedings meetings.

DEBATE
4.1 Speaking only one member shall speak of a time, and he/she shall stand out address himself/herself to the chairman.

4.2 The chairman shall keep order at meetings.

4.3 He shall give reasonable chance for discussion while his decisions on point is of order shall be binding.

MOTION
5.1 The mover of a motion may not be allowed to speak for more than ten minutes and subsequent speakers on the notion, not more than five minutes, provided that the mover of the motion shall have five minutes to reply, but shall not introduce any new matter in to the debate.

5.2 The chairman allow reasonable time for members present to adequately as their views on any motion.

POINT OF ORDER
6.1 Whenever the chairman rises during a debate or when a point of order is raised, any member speaking or offering to speak must immediately resume his/her seat.

7. DUTIES AND RULING OF CHAIRMAN
The chairman may call attention to continued irrelevance, tedious repetition, interruption or and breach of order in the part of any member, and shall the right to stop such member from further speaking.

LATENESS AND ABSENTESISM.
8.1 Members endeavor to attend meetings regularly and punctually.

8.2 With the approval of the meeting, the chairman may impose fines on any persistent latecomers.

8.3 Members with genuine reason to be absent from meetings shall be tender letter of apology giving reasons for being absent to the chairman.

FRAUD
9.1 In the event of any member misappropriating the organization’s Fund, embezzling and/or defrauding, including attempting or conspiring with other to steal organization’s fund, or even public fund as the case may be, such member shall be made to face disciplinary committee of the organization and /or may be handed over to the law enforcement agency where adequate evidence abounds, to prosecute him/her.

9.2 Effort shall be made by the executive committee and the management committee to retrieve whatever monies and/or properties involved.

NOTICE OF MEETINGS
(1) The organization will seek notice to members, where possible, by radio massages, while it may also be possible to make use of the electronic media in disseminating such information.
(2) The organization secretariat shall endeavour to serve notice in writing upon any member organization either personally or by positing in a prepaid letter addressed to such member at the registered address.

11. AMENDMENT TO STANDING ORDER
11. These orders may be reviewed and/or amended from time to time by the meeting as at and when the need arises.
NOTE:
All other additions to, or corrections of the above standing order as prepared by the organization’s executive committee and presented by the secretary-General for the purpose of conferences, congress and/or any other gatherings of the TYI shall be adopted by single majority of those who are present and form quorum at such conference, congress and/or gathering before the commencement of business.

United for Peace and Justice is a coalition of more than 1300 local and national groups throughout the United States who have joined together to oppose our government's policy of permanent warfare and empire-building.

History and Accomplishments

UFPJ began as a national campaign to bring together a broad range of organizations throughout the United States to help coordinate work against a U.S. war on Iraq. At an initial meeting in Washington, DC on October 25, 2002, more than 70 peace and justice organizations agreed to form United for Peace and Justice and coordinate efforts to oppose the war on Iraq.

• As part of a February 15, 2003 global day of protest, "The World Says No to War" UFPJ helped coordinate and publicize more than 790 demonstrations worldwide, and organized a rally at the United Nations headquarters in New York City that drew more than 500,000 participants.

• Two days after the bombing of Iraq began, on March 22, 2003, UFPJ mobilized more than 300,000 people for a protest march down Broadway in New York City.

• A May 2003 teach-in organized by UFPJ about war and empire drew a standing-room-only crowd of 2,000 to Washington, DC to hear Arundhati Roy, Howard Zinn, Edward Said and other prominent speakers.

• In June 2003, representatives of more than 325 local and national peace and justice groups from across the U.S. gathered again in Chicago for UFPJ's first Strategy and Planning Conference. The conference was aimed to help coordinate actions to stop the Bush administration's program of permanent war, as well as solidify UFPJ's organizational structure. • On September 13, 2003, in an unprecedented coming together of the anti-war and anti-corporate globalization movements, UFPJ helped coordinate more than 60 solidarity demonstrations in the United States during the World Trade Organization meeting in Cancun, Mexico.

• On October 25, 2003, UFPJ co-sponsored a major march and rally in Washington, D.C. against the occupation of Iraq.

• On November 9, 2003, UFPJ coordinated a national day of action against Israel's separation wall, with events in 11 cities around the United States.

• Continuing our work to link the fight against war and empire with the fight for global economic justice, UFPJ played a major role in the November 18-20, 2003 mobilization against the Free Trade Area of the Americas in Miami, Florida.

• In December 2003, UFPJ adopted a comprehensive strategic action plan for 2004.

• UFPJ initiated the call to action for a global day of protest on March 20, 2004, the one-year anniversary of the Iraq War. More than 2 million people worldwide took to the streets that day, holding over 575 protests in more than 60 countries.

Presently the work of the UNOY Peacebuilders is being expanded to include a wider range of countries.
